Abstract: Worldwide universities publish more and more course materials as OER, open educational resources. The report reviews the current situation in the field of OER in the Netherlands as investigated by the Centre for Learning Sciences and Technologies of the Open Universiteit as commisioned by SURF and Wikiwijs. The OER developments in the Netherlands are still in an early stage, but the researchers of the Open Universiteit expect that this will change in the future. Half of the institutions for higher education indicate that they do not have yet a policy with concrete activities to realise a vision on open educational resources. However 42 procent indicate that this policy is currently being developed. The researchers do discern a difference between universities and institutions for higher professionel education. Universities are noticeably more active as to offering open learning materials.

Abstract: This deliverable provides a definition of social data for the ODS project. It presents a use case that summaries the social data requirements of the ODS target users. Along these requirements it analyses and compares suitable social data  formats to store social data within ODS. In addition, it reviews needed Linked Data specifications to expose aggregated social data to the Linked Data cloud. Finally, it also suggests needed legal statements to inform the target users about the usage of their social data within the ODS platform.

Abstract: This report describes experts’ views on what it means to be digitally competent today. It presents the results of an investigation commissioned by the Joint Research Centres Institute for Prospective Technological Studies (JRC-IPTS). The objective of this investigation was to provide yet another perspective on what it means to be digitally competent today, in addition to reviews of literature and current frameworks for the development of digital competence, all of which constitute part of the wider IPTS Digital Competence Project (DIGCOMP). The research methodology involved an iterative Delphi survey in which experts first individually provided input to a mapping of digital competence and then validated / commented on the result. Although experts‘ views vary, the applied method enables to derive an aggregated view on digital competence. The report identifies twelve areas of digital competence, some of them relating to specific purposes (e.g. communication and collaboration), others to domains (e.g. privacy and security). The twelve areas are presented through a brief description and further illustrated by statements describing a rich pallet of knowledge, skills, and attitudes related to each area.
